Abstract
Glavna problematika ovoga diplomskog rada je reforma lokalne samouprave u Republici Hrvatskoj. Kao državi u tranziciji, Republici Hrvatskoj je prijeko potrebna decentralizacija javne uprave i poslova s kojima se bavi, a koje bi procesom regionalizacije postale efikasnije i efektivnije u obavljanju svojih poslova. Kao zemlja primjer uzeta je Irska, s obzirom da Republika Hrvatska s njome dijeli i više od samo teritorijalne sličnosti i članstva u Europskoj Uniji. Irska se navodi kao jedan od primjera uspješne decentralizacije i regionalizacije čiji porast BDP-a i priljevi u državnoj blagajni od reforme 2014. godine bilježe samo porast. Stoga je u radu prikazana dobra, ali i loša strana decentralizacije i regionalizacije Irske, iz kojih Republika Hrvatska može ponešto i naučiti.

Parallel abstract (English)
The main problem of this master thesis is the reform of local government in the Republic of Croatia. As a country in transition, Croatia needs to make a necessary decentralization of public administration and activities, supported with regionalization process, which can make those public services more efficient and effective. As an perfect example of successful decentralization and regionalization, Ireland was choose, given that the Republic of Croatia and Ireland share more than just a territorial similarities and membership in the European Union. Ireland is cited as an example of successful decentralization and regionalization, whose GDP growth and government income keeps growing since big reform n 2014. The present study shows the good sides, but also the downsides of decentralization and regionalization of Ireland, providing Croatia a good example to learn from.
