Abstract
Cilj ovog završnog rada je obraditi etičke vrijednosti državnih službenika u javnoj upravi. Kvaliteta rada javne uprave u velikoj je mjeri određena ponašanjem i pristupom najodgovornijih ljudi u sustavu (državnih službenika), te intenzitetom komunikacije i kvalitetom informacija unutar sustava, te sustava prema okruženju (građanima). Kvaliteta javne uprave samim time označava i kvalitetu sustava upravljanja unutar države. Pravni okvir koji uređuje etično ponašanje u javnoj upravi i čega bi se državni službenici trebali pridržavati čine: Zakon o državnim službenicima i Etički kodeks državnih službenika, te drugi propisi i pravila koja se dijelom odnose na primjenu pravila etičnog ponašanja u javnom sektoru. To su Zakon o sustavu unutarnjih financijskih kontrola u javnom sektoru, Zakon o sprječavanju sukoba interesa, Strategija suzbijanja korupcije za razdoblje od 2015. godine do 2020. godine, Strategija razvoja javne uprave za razdoblje od 2017. do 2020. godine i dr.
Abstract (english)
The aim of this paper is to elaborate on the ethical values of the officials and civil servants in public sector. The quality of the performance of civil service is largely determined by the conduct and approach of the top-ranked employees in the system (civil servants), the intensity of internal communication and the quality of information within the system as well as the system towards the general public (citizens). The legal framework which regulates the ethical conduct of civil servants and which should be pursued by civil servants encompasses the Civil Service Code, the Code of Ethics for Civil Servants as well as other regulations and rules that partially refer to the implementation of the rules of ethical conduct in public sector. These are Public Internal Financial Control Act, Act on Conflict of Interest, Anti-corruption Strategy in 2015-2020 period, the Civil Service Development Strategy in 2017-2020 period, etc.
