Globalization is a process which characterizes XX and XI century. It refers to the union of the countries and peoples of the world, which caused a huge decrease in the cost of transportation and communication, and the demolition of artificial obstacles to the flow of goods, services, capital, knowledge and people across the border. Knowledge is seen as the central driving force of economic progress. If an individual, organization or firm invest enough in knowledge, use it properly, and then evaluate, success is inevitable. Creating a knowledge economy driven by the free movement of people, capital and information. It lays the foundations for the creation of new economic thought based on knowledge. The role of the education system and knowledge in the economic system is extremely important since it is in the service of economic prosperity of the country. The goal of regional development policy is to contribute to social and economic development of the Republic of Croatian, pursuant to principles of sustainable development, creating conditions that will allow all parts of the country to strengthen the competitiveness and the implementation of their development potential. According to the current economic situation, the Government of the Republic of Croatian adopted a whole series of measures that are aimed at promoting employment in the Republic of Croatia. Unemployment is the result of the general economic situation in the country. Although implement active employment measures population shifts to increase the number of employees still missing. The consequence of all the Croatian leave the young educated people, starting a family abroad and do not plan to return.
