Abstract	Obrambeni sustav svake zemlje temelji se na konceptualnim dokumentima, odnosno strategijama. Njima su načelno propisana strateška vizija obrane, odnosno nacionalna sigurnost i interesi države. U Republici Hrvatskoj nekoliko je dokumenata na kojima se temelji obrambeni sustav, a kao dva najvažnija ističu se Strategija nacionalne sigurnosti i Strategija obrane Republike Hrvatske. Tijela državne vlasti imaju značajnu ulogu u obrambenom sustavu te samim time i brojne nadležnosti u ratu i miru. Oružane snage u Republici Hrvatskoj predstavljaju središnji dio obrambenog sustava. Njihova uloga nadilazi tradicionalnu ulogu vojske kao sredstva obrane i zaštite od ugroza vojne prirode te danas ima niz netradicionalnih zadaća. Upravo stoga, demokratski nadzor nad Oružanim snagama se smatra iznimno važnim i jednim od preduvjeta demokratskog razvoja svake zemlje.
Abstract (english)	Each country's defense system is based on conceptual documents - strategies. In principle, they define a strategic vision of defense, as well as national security interests of the state. In the Republic of Croatia, there are several documents on which the defense system is based, and the two most important are the National Security Strategy and the Defense Strategy of the Republic of Croatia. State authorities play a significant role in the defense system and thus have numerous competencies in both wartime and peacetime. The Armed Forces in the Republic of Croatia represent a central part of the Croatian defense system. Their role goes beyond the traditional role of the military as a mean of defense and protection against military threats and today Armed Forces have a great number of non-traditional tasks. Precisely for this reason, democratic oversight of the Armed Forces is considered extremely important and one of the preconditions for the democratic development of any country.
