In order for a country's economy to grow properly in the private sector, it is essential to create a positive entrepreneurial culture and a stimulating environment so that these entrepreneurs can effectively apply their ideas in business. However, the realization of such an entrepreneurial culture is often hampered by the slow administration and excessive bureaucracy that occurs in transitional countries like the Republic of Croatia, where inefficient public administration with too many laws and regulations discourages every entrepreneur and investor from starting their business in the Republic of Croatia. The subject of this paper covers the description and the current state of entrepreneurial culture in the Republic of Croatia, where it will first start from the description of general concepts of entrepreneurship to the laws and institutions in the Republic of Croatia that are related to the creation of entrepreneurial culture. The aim of this paper is to present, on the basis of available literature and sources, the course and state of business culture in the Republic of Croatia. The aim is also to show the description and development of the concept of entrepreneurship and what is meant by it. The paper is based on the collection and analysis of secondary data sources available in the professional literature. In creating the paper, a descriptive method was used - describing facts and objects, and a method of analysis in the theoretical part of the paper. In addition to the description of the concepts of entrepreneurship and the situation the paper, all the prominent institutions in the economy of the Republic of Croatia that influence the creation of the environment, support and adoption of laws regarding business and various entrepreneurial ventures will be presented, as well as the results of the analysis of the work and opinion on the situation in the entrepreneurial culture. in the Republic of Croatia summarized in the final thoughts in the conclusion of the paper.
