Administrative doctrines is a system of ideas about desirable ways of acting and guidelines on good practices of organization and management that are based on desirable values and systemized management experience. Doctrines that can be mentioned in contemporary administrative development are: the doctrine of new public administration, the doctrine of new public management, the doctrine of good administration and the Neo-Weberian state. The emphasis of the new public administration doctrine was on political and social values such as social ethics, participation, protection of various minorities and their representation in the administration. The doctrine of new public management is a highly influential alternative method that exists since 1980. It is oriented towards cost-efficiency, efficiency, efforts to subject the state administration and the entire public system to market principles to the greatest extent possible. The doctrine of good administrations is a new administrative doctrine that begins to develop during the nineties of the last century. Good administration accesses public management in a way that it attempts to build the best practice and standards of action that would incorporate the basic principles upon which it should be based as a doctrine. The Neo-Weberian doctrine is aimed at modernizing public administrations of stable and prosperous European democratic states with emphasis on a welfare state in order to strengthen the values of professionalism, efficiency and orientation towards citizens.
