Administrative reforms are only those changes that are important institutional innovation in the public administration of a country that generally take place periodically, often with considerable resistance, because of changes in the structure of power in the political administrative system. There are traditional, modernization, market and minimizing. Government and local government in Croatia from 1990- to 2001 have been developed in terms of broad etatisation, strong centralization and the politicization of the authoritarian type, with an increase in the number of officers and politicization upavne service. The strategy is a fundamental document that sets long-term goals and guidelines for the modernization of public administration in the Republic of Croatia. The aim of the Strategy is to provide timely, reliable and high-quality public services to users in order to provide higher living standards for all citizens and creating a stimulating business environment. When asked why no serious reforms in Croatia are listed the main reasons, as well as the basic principles and directions of public administration reform for which management should be functional, cheap, efficient, and geared towards the citizens.
